Picture enlarged and I believe I can see 3 Toadstools in there? and all have retracted polyps at time of photograph from the picture I note 2...
+1 on increasing the flow, what size is the tank and what do you have moving water about in there , if you can indicate the total amount of water...

Id bet on it being the carbon Reef Sparky , having rinsed both of these media more often than I care to recall, I always find that Carbon takes a bit...
oakvad it can save you some awful problems later, if you start your reef tank with the best quality water and only use that in the future Steve

Im 100% confident they would be great in terms of lighting, Devoted lionfish and providing you have enough flow, and good water quality they should...
+ 1 a torch is not a bad choice here are some usefull bits of information about them they dont like being handled , make sure they are retracted...
they would be a great choice for a 1st coral IMO good news on the tank being ready Steve
devoted Lionfish if these are going to be your 1st corals, I would start with some of the easier to keep varieties mushroom rocks Ricordia...
