    That looks like the BH-1000. I use one on my 40 gallon. It works well.

    The bulbs may have a bit of life left to them. However if you're using stock bulbs it wouldn't be a bad idea to start swapping them for better...

    Compact Fluorescent light?

    IMO the bulbs that come stock with most of the cheaper T5 fixtures do need to be replaced. You don't need to replace them right away or all at once....

    Check to see if the air intake is blocked. Sometimes salt creep builds up in the intake and needs to be cleaned out.
