If a tank was infected with Ich and after all the ich infected fish died and say one fish survived and showed no signs of ich for 60 days, is it safe...
UV for reef tanks? Yup! But I don't go heavy with the UV. 4 watt for every 50 gallons only (so a 100+ gallon tank gets an 8watt, my 60 got 4 watts)....

Here in Manila saltwater (ocean water not prepared) cost like P10 a gallon or around 20 US cents. For safety you still have to filter and UV it out.

you can skim it as you said. I use a gravel cleaner to clean out some exposed sand which is about 30% floor space of the tank.
Wouldn't running high volume fans (not computer fans) over the surface of your tanks water a better alternative for cooling? I have a 6" 220V...
