    with that design all of the water would find the skimmer but the purpose of the tap to the refuge area is to adjust the flow it receives the way...

    i wouldnt drill any holes in the bottem of the tank cos if they leak there a pain to fix, its easyer to work with a hole in the back panel of glass...

    something my lfs did with the exact same skimmer i had was put a more powerfull pump with a restricition tap to adjust the flow as required it works...

    get a restriction tap so u can adjust yer water speed on yer return all the other ideas work but u cant adjust them to yer needs a tap gives u options

    the skimmer was wider than i thought when i baught it when i installed it i had to do some mods i had to trim the base to fit between my baffles in...
