Fish stores carry tests. If you don't want to use a local fish store, there are plenty of online stores that sell test kits.
One to two pounds of live rock for every gallon of water is common for a reef tank. Check out the "show off your fish tanks" forum on this website...
You want to get at least tests for ammonia, nitrite, and nitrate. These are what a cycle is measured off of.
If you can test your water parameters, it may be possible to tell if the tank is cycling. How much rock and sand is in there?
Did you get any test kits? Hydrometer for checking salinity?
