Should be, just test the water for ammonia/nitrite/nitrates and you'll know.
Are your snails going up on it? I wouldn't worry about it unless that algae is under the silicone.

That's not necessarily true. Many people have ran saltwater tanks successfully without the use of a sump. A sump really does help out though.
