Build an egg crate rack to stick them through that fits in your sump.
Neon gobys are really good to have, specially with tangs. They won't take up any of your stocking room. Foxface or scribbled rabbit fish.
Is that list your stocking plans or what's already in the tank?
New sand with a sup of the old would be the best. Shifting sand that old around can release a lot of bad.
My guess would be a sponge. Should be harmless.

I agree, your tank is too new. I also wouldn't do it until your done stocking fish and they are all comfortable.
