Corals need more than just light, but given proper water conditions and adequate flow, anything will grow under 2 T5HO bulbs in your tank.

24w would be 24" T5HO. :) As far as efficiency, you're only talking pennies per month between those two units.
On a 20g standard tank, the 2x24 T5HO will grow anything you want. FWIW, that's all I have on my 29H. :)
