That top hole is the anal pore. Limpets do resemble snails anatomically. The only problem with it "possibly" being a limpet, is some eat coralline....

I've actually saved a few this way. This particular fish was beyond saving.
Not timid at all. Actually pretty boisterous. Will defend it's territory against fish fairly larger. Pretty hardy fish. Susceptible to ich.

There's usually a packet(of something) in the bag of sand to help clear it up quicker. I've never used it. Give it time and it will clear up
