what kind of camera are you using?
the skimmer will help a ton, how old are your bulbs and what temp are they? also what is your lighting schedule like? and how often do you change...

i believe it is a vermetid worm, they are harmless with the exception they shoot out this like web looking stuff to gather food out of the water...
you need something to seed the tank w/ ie. live rock, sand from an established tank

oil on top? maybe you should try chemical drop by plane or maybe try and contain with a net? or if all else fails maybe a "top hat" or even top kill?...
