There should be no problem with the storage, the container is commonly used for such purposes.
It most likely is the ballast or the GFCI.

You could put a few Rasbora heteromorpha or Galaxy Rasboras in the tank. I would stay away from Amazon Swords Because the tend to grow very large....

By your drawing skimmer and drain tube on right side, return pump on left side. Put the live rock in the tank it is a nitrate factory in a sump.
