Welcome to 3reef. Those are colonial hydroids and they can and will irritate and kill your coral. Best way to kill them is to cover in kalk paste...

Congrats on the grow, lloking great except for the aiptasia on the upper right. You will want to get rid of it before it takes over your tank.
The flow change might help some. The increase in pH should help, but I think you are right on the phosphates.

About the only thing left is increasing your flow specially in the areas where it is growing.
Are you using tap or RO/DI water?
