If you don't disturb the sand and keep it covered with a little water then I don't see any issue with reusing the sand.
Haven't had them ship bulbs, S&H is $4.95. You must ship at least 2 T5 bulbs to get this rate.

The both are HO fixtures. 216 watts / 4 bulbs = 54 watts/bulb 48" T5HO are 54 watts each.
Calcium needs to be above 360, 420 would be better, nitrates should be below 2
Get the Marineland because of the fans. Replace the stock bulbs after a couple of months with top of the line bulbs.
