Yes, it should be fine in your tank.
Elegance should be placed in the sand in an upright position. If the bubble is part on the coral I would let it be and hope it goes away.
Definitely not a nerite, I have an astraea that has something on the shell like that but it looks like some type of coral that did not survive.
