No. too high for a few hours can still hurt corals. Too low for more time will not provide a benefit, it it is too weak, it is too weak.

120s are fine, 2 units would provide the best coverage. There is one 104watt fixture ready to ship in a week, more will come a few weeks later.
You might as well get the controllable one, it is $100 extra either way. And the meanwells only dim to 10% power
No moonlights, and you would have to do the dimming your self, manually. The new controllable one has moonlights.

I would assume 10v is 100% power, with 9v you could do 90% power max, it will work. Be sure to use a multimeter to ensure the power supplies accuracy.
