The black band means nothing. One being broader then other just doesnt hold water. Either of the two can have broad black bands. Thats just a color...

If it doesnt have polyps like that (hard to tell from your pics). It could also be a red or orange tree sponge.
Chillis come in all different variations of red/orange.. It could be a carnation, but Ive never seen polyps like that on a carnation. Chilli pics...

Those bumps are perfectly normal. Zoa blisters are clear anyways... The "bumps" are the tentacles not expanded for whatever reason.
Do you happen to run a phosban reactor or add anything for phosphate control? Phosban reactors are known for causing ph/alk drops when you change it.
