Well actually it is very commonly used as a dip. And yes, you can use it on softies and LPS.

Well I wouldn't start the tank off with 3 fish, so I would say start with a single fish like a Goby. And it would be either a Goby or the Hawkfish....
I can barely make any out; maybe two total. About how many do you see? It is one thing if a fish is covered, another if there are just a few.
No I don't. The Neon Gobies stay around an inch and will be hidden in your rockwork most of the day, and the Cardinals around 2.5", and aren't big...

+1, shallow sand bed (less then 1") in the DT. If you were to do a deep sand bed, do it in a remote sump that you can take offline as OFK said.
I would actually say do 5 of the Yellow Striped :) And definitely two Neon Gobies; just make sure they are a bonded pair.
