Sorry, for changing the topic, but have you tried putting damsels in with the puffer? they seem pretty aggressive.
I've used aiptasia x, it took care of the few anemones I had, and haven't seen any since. It's completely reef safe too.

nevermind just read you are using Ro, maybe your silicate lvls are high.
What type of water are you using, tap or Ro/Di?
