It's actually a very common practice for an LFS to run their tanks salinity low as it discourages the infestation of ICH.
First of all, STOP dosing! Then wait a couple of days and test again. Watch your results come down ;)
2-4 gallons bi-weekly should be plenty. Don't waste your money on a skimmer.

Po4 in your tank could be coming from a number of things. Food and your water source being the main culprits. Also some salts carry more then others....
Added what? Are you dosing for calcium and or alkalinity?
Do not use salt of any kind! That is an old wives tale. It's like adding salt to your own wounds, OUCH! The first thing you should to when spotting...
