I just bought a few 5-gallon jugs from my LFS....they were like $8 a piece. I'm sure they are cheaper options, but I really didn't care.
that's a start...anyway you can get the fan closer to the water surface the better. and definately keep the top open, regardless of where the fan is...
The fans need to be blowing across the water surface...this is key. Cooling the ambient air around the tank might help some but the real cooling...
