The tap water is probably the biggest contributor.

I believe that all the Marineland Stealth heaters were recalled because they were consistently failing and crashing tanks.
You could always use one of these to dim them: Credenza 300-Watt Lamp Dimmer, Black-TT-300NLH-BL at The Home Depot
