I use BRS and I am familiar with the instructions you refer to. I ignore them. Daily Mg dosing is a pain bc it settles and has to be reshaken....

To answer your question, no. Sand is not a requirement for a reef tank. If you have a thin layer only, that is fine. You may add more if you like....
