Gotcha, The urchin that the fry prefer is the long-spined urchin. There's debate on whether it's reef safe or not.
If you're talking about a banngai cardinal, I believe you only need an urchin if you plan to breed them in captivity.
If it's dry i'd use the pillowcase dunk method you suggested above in the 5 gallons of RO. I'd dunk it a few times, move the sand around in the case...
