Phytoplankton is more for filter feeding inverts such as porcelain crabs, shrimp and also gorgonians.

That is a Valenciennea longipinnis aka Sleeper Striped Goby, they get like 6"s and require a mature sandbed or supplemental feeding.
Looks like a type of torch/candy cane coral. I wouldnt turn the lights off, just cut them back a lot to like 6hrs a day
