i dont see how its illegal to keep the fish in a tank if you have a large enough one to begin with being that you dont need a special license marker...
i have a torch in a med to high flow and another in a med to low flow so you will find what it likes. i wouldnt worry to much at this point.
what about a gray? not super dark but you know its silver... ish but all mine tanks are black but i think a nice gray could work.
ive also had luck with sand sifting critters along with the less feedings and siphoning such as snails, hermits, and sand sifting type gobies.
