why all the baffles in the sumps? seems like they are too high if the grey is where you want the water level in your sump to be, maybe 5" of water?
stick it out as long as the fish is otherwise healthy, eating, and not too stressed, it should overcome the ich.
a refugium is basically a small tank to SLOWLY pass your display tank water through, usually with some cheato, etc to consume nitrates in your water.
I haven't been to any of those places yet, LOL.
Some people like the Puppy Center (which I think is over-priced, most of the time), and there's Realm of Pets in Southington, which isn't too much...

Yes, it's likely the liverock you added had some die-off, which caused your tank to cycle (rotting dead stuff -> ammonia-> nitrite -> nitrate) again....

Not yet, now you should test for nitrites and nitrates. If they're putting out nitrites, it can poison whatever is in your tank.
