I agree, don't run the skimmer either. Stronger bacterial filtration comes from nastier water.
I wouldn't run any type of filtration until the cycle is over. You want the water to get good and nasty to get the bacteria well established.
So the fairy is the more docile of the two?

20-40%, if you do use tap to cycle your tank I would do a 40%. It will be a good start to getting the tap water out of there. You should be fine...
