Depends on what you want to spend and your bioload, asm's are good lower priced skimmers.
The blue plus puts out decent par , you should still have decent growth if you swap them.
7-10 chromis will usually school , anthias are nice too but a little more work IMO , feeding , Higher bioload etc.
It's very porous stuff, 18lbs should be fine.
