Yes that is indeed possible. Chaeto looks kind of green and slimy when it's dying off, or the chemistry of the tank is not stable.
Did you use live rock? That looks like it could be a type of Chaeto. I would turn the lights out for 4-5 days and see if that nips it in the bud.
