they both do better under 6500k, for macro algae you can leave it on 24/7, but for mangroves you need a photo-period

I would still cycle and monitor parameters. No need for sump if your skimmer is hang on back, I do not think it is necessary for 120L.
I am not really sure if I understood your question but adding rocks first and then the sand adds more stability if your going to have sand sifting...

it depends on what you are keeping in your tank and how they are responding, but i don't think there is a limit, unless you are getting sandstorms
