They may be doing that to reduce their fish from exhibiting signs of ICH. I've heard that before but that is only a guess.

that's called hypo saline, or salinity. Used to discourage parasites. as they dont like low salinity. fish will be fine, corals no, but fish wont mind it, but make sure to acclimate any fish you get from them as a jump in salinity would stress em

exactly as above. Many LFS will run that level just to keep parasites down. The fact that they told you that is a plus in my mind. We always tell customers what the level is at and to acclimate them x amount of time......but many stores do not.

Also, word of caution. DO NOT EVER PUT STORE TANK WATER INTO YOUR TANK after you acclimated your fish. Often times the stores will run low amounts of copper or formaldhyde to prevent parasites. Dont want to introduce to your tank. There is one exception on not adding their water to your tank........with sponges as many of them do not like contact with air

I think the 1.019, for paasites is a bit of a myth. Most parasites are pretty hardy and could care less. However, you'd be using 27% less salt. So, when your have a thin/non-existent profit margin to begin with, that probably is more of a motivation.
