The general rule given is to have your return pump's output at 10 times your sump's volume at the head pressure where your outflow is. The sump you generally want to have sized large enough to handle your skimmer. I believe about 20% of the display tank's volume is suggested.

If you are doing a refuge for algae then you want the flow to be around 1x the volume of the refuge so it can be more efficient.

Sorry about that a refuge I would say 10 to 20 gallons a sump I would go 30 to 50 gallons. I am using a 40 gallon breeder for my sump. It is nice because it isn't as tall and allows easier access to your equipment. It is very nice if it will fit under your stand.

Since your tank isn't filled, drill it. Don't use a overflow box. It's a shortcut imo and can have problems.

This is a good idea, I drill my tank for an overflow. Check out Glass-holes.com.

If you look at the glass with a bright light source using polarized glass you will be able to tell if it is tampered. Tempered glass has light and dark patches when viewed with polarized glasses.
