Im getting a biocube HQI and i want to now if i use dead sand and dead liverock can i still get hair algae? I also would like to now if anyone has had experience with this setup as far as what it can grow and any flaws with it that are bad. I have heard that the HQI bleaches corals because the UV protector they give you is not good enough, is this true?

I've never used that setup; however, green hair algae is the product of excess nitrates and phosphates. It has nothing to do with the tank or whether you use dry sand and rock. In short, yes you can still get it if you overstock or lax on maintenance. Also, any strong light can bleach some corals if they are not properly acclimated. I've not heard of any problems related to the HQI.
