    It's 1.024-1.026 on average, so if you assume low end of the average range, you're gonna get ~1.012.

    So then you would expect the 1.008 to get it.

    I definitely would.

    Maybe it's the lack of a trace element rather than salt that actually accounts for the ich elimination? Something like alkalinity?

    If the experimenters didn't account for calcium/alkalinity/other element readings when doing the tests, then maybe it's not actually the lower salinity that kills off ich, but the lack of element X. Since lower salinity typically means less of everything in the salt mix, it could slip by some testing designs.
