RO/DI water, powerheads running 24/7 and no tank light... still no ammonia spike. Shouldn't I see something by now?

Did you transfer your live rock out of another tank? Lot's of times when I set up a tank for a customer, the rock is only out of the water for 5 minutes so I will not get an ammonia spike.

Live rock was in a cooler filled with salt water and a powerhead for a few days... not even 20 lbs of it. ? Haven't tested nitrites though.

If your shrimp rotted, then you had Ammonia. It just means that the bacteria on your Live Rock processed it so quickly that you couldn't get a reading out of your test kit. You may or may not have Nitrites so I would test that now.

Thanks Inwall75. I guess I'll check for nitrites after work.

One more quick question- should the shrimp be removed?

Yes. I always put shrimp in knee-high panty hose to make removal easier.
