I was wondering how many fish i could have in this tank. I was thinking of have 2 clowns, 1 dragonet, and 2 more fish if i could. And i am doing a reef also.

Don't get a Dragonet, unless you want to constantly buy pods ;)

When choosing clowns make sure they are not maroon clowns as they get large and would make it impossible to keep anything else in a 36gallon. Perc or Occies would work well.
Have to agree with the dragonet comment above do some research and you will see why. PM NanaReefer who has kept them in smaller tanks for information re guarding how much time money and care you need to take with one of these guys in a small tank.

Gobies, Blennies, Clowns, a single dwarf angel all good options to choose from

For clowns I would suggest perculas or occies, maroons would get to big, tomatos can be aggresive, clarkiis might work. On the dragonet i suggest wanting until your tank has aged and matured for a while, other fish could be a pair of firefish, cardinalfish, chromis or gobies, blennies, a dwarf angel, basslets, or if you want a fish that really pops and go a little more aggresive root a single snowflake eel. Percs, occies, and skunk clowns are probably the smallest/least territorial.
Dragonets aren't easy to keep, I wouldn't get one.
Dwarf angelfish (Even a pair if you know where to get a pair, may pick at corals)
Various Perching/Shrimp gobies (Stay away from true sandsifting ones)
Small hawkfish (Tiny fish and shrimp are food for these)
    Pinkstreak/Possum wrasse
    Smaller Clownfish
    Basslets (May eat shrimp)
    fire/dart fish
    cardinalfish
    Comb/Fangtooth blennies
    Orchid/Indigo/Striped dottybacks (add last)
    Jawfish
    etc

Clarkii clownfish can be very territorial, snowflake eels get too large.
