I just set up a 4.3g rimless cube with some live rock from my main tank and its currently just hanging out, after about 3 days there is starting to be some particles sitting on the surface. I have a variable power head turned down to 50gph which is directing most of the water flow at the surface. I would prefer to not have to put a filter on the tank. But does anyone have any suggestions, could this be just from the new substrate that is on the bottom? Should I just skim the surface with a brine net? Or put a filter on the tank?

Hard to say what it's from, but I think you should be fine just skimming with a net.

I wouldnt say oily look just like small particles of dirt or sand of some sort. The surface is churning pretty good and it still sits on top.
