i'll look into them. With the moray basically living in the sand *i think* would it be possibly for him to eat my puffer when he sleeps in the sand?

don't know how great a moray would do with the puffer. it's a small puffer isn't it.

Moray will not harm your fish unless he is an inch or under.
They mostly eat SMALL fish and inverts.
You could also look into a butteryfly
    The copper bandeds are nice.
Check out my thread 75 gallon upgrade!!! when you get a chance

he's probably about 2-3" at the moment, i'm hoping he'll have a growth spurt in the new tank.

copper bands really don't make good tank mates for even semi aggressive fish. Especially in a small enclosure. BTW I've seen jewelled morays grab a clown trigger at the belly region and try to drag him to his den. The trigger ended up dying from the wounds on his belly.

Well its basically all on you.
Like you stated your puffer is 2-3 inches.
If you buy a baby moray it will not harm it.
But i would look around and get more ideas then what i have stated.
U may find something else you have your eyes set on.
If it were me and i only had a 46g with a puffer i would either add a foxface, copper banded, or moray.
But dont let me talk you into anything.
Im just throwing Ideas out there for you
