So which way would you recommend it's best?
All New Water or Partial, like a water change

I guess it comes down to what you are more comfortable doing. The good thing about filling it up with new SW is that you can have all the filtration, heaters, and powerheads running ahead of time. You can do it the other way, just may be a little more stressful, but will save you from having to make all new SW.

Can't hurt. I would do it in the old tank water, that will not be reused.

I would definitely take the opportunity of the move to rinse off your LR real good before putting in the new tank (great chance to get rid of all the trapped detritrus)....rinse in saltwater obviously.

I would take the opportunity of the move to rinse off the LR real good (in saltwater of course) to get rid of all the trapped detritus and other assorted nasties that get attached in the depths of our rock.

Sounds good is there anything else that I should do to make this transfer as flawless as possible?

I got a tracking update on the Diablo DC5500 return pump and looks like it will be here by Friday, WooHoooo!

In the meantime I have the TIR lens upgrade for My Radions, looks simple enough.
