so I'm thinking more and more i want to venture into the mini world, meaning i have a spare tank catching dust that i would like to turn into a frag tank. the volume on it is 40 litters but it would be filled with about 30.

the main goal as mentioned would be to keep corals but I would also like to add perhaps a single fish to bring organic matter to the system. realistically speaking is there a fish that can be happy in 30 litters of water? maybe an orca?

40 liters is pretty tiny. 30 liters of volume.. hrmm.

I would think that your best bet would be a fish from gobiidae. Research into which one appeals to you the most; they aren't prolific waste builders though if that's your ultimate goal.

You could try a single ocellaris clownfish. I've kept them paired successfully in 14g tanks (roughly 2.2x the size of your system). They'll produce more waste... but they might not enjoy such a small space.

Clown gobies and smaller gobies in general would be your best bet. Could keep a nice "show" shrimp too!

Could acclimate a molly to saltwater as they are good waste producers and cheap plus they come in many colors.
