A Ton of Indo Live Rock Seized in UK Airport

That's fairly new (08?). Up until this: http://www.cites.org/common/com/AC/22/E22i-08.pdf all live rock, dry or wet, was considered SCLERACTINIA and indeed a CITES permit was needed.

 

It is the 'EU interpretation.'

In the US you have to have a permit, even for rubble and sand.
