I have a 125 gallon FOWLR tank which has two 36" light strips on it each stip uses two 36" bulbs which one is full actinic the other is 10K My question is which should be in the front btw all my LR is in the center of my tank.

As long as the light is pretty much centered, it doesn't matter.

And just to add on what Jed mentioned, since you dont even have any corals, it really doesnt even matter if you had actinics or not.

I suppose its preference – if you have a canopy type lid and you open it for feeding and the like, it might be to your benefit to have the actinic in the front so you are not blinded every time you open the lid.

As mentioned, you are running actinics for your viewing pleasure and not at the benefit of your fish – so placement should be at your comfort.
