In a general sense the answer is 'no' :) Normal vigourous water circulation is nomally enough to ensure oxygen exchange. Having said that however I do know of some people who run an airstone in their sumps.

Depends. If you run an older style (I do. In a DIY skimmer and works fine in combo with a venturi) skimmer then you need one.
As batter backup too. some battery backup air pump are good as emergency blubber when there is power outages. Last longer than UPS driving a pump.
Some also use them to aerate stock saltwater.

Dunno why else you'd want one.

When I used to mix salt water I used an air pump to finish mixing it up for a day. Good for that. Reiple nailed it with the battery driven air pumps for power outage. I still need to order mine. It's a good idea.

Big air driven skimmers kick ass if you replace the air stones regularly (2-4 weeks - scraping them every 2 if you keep them). I still wish I had my old skimmers. Gravity fed from the overflow too. They rocked!! :)

Otherwise any skimmer will provide enough air to your tank. No need for extra air. Same if you have a wet/dry.

man I also wish my cc air driven diy skimmer fed with overflow water is still around. it skimmed a lot, little power consumed from a 3 watt air pump. it was a tall skimmer. lost it when i changed tanks and it fell down. cracked and got dumped. :'(
