I have two acropora growing under 4x 39W T5 and they are growing very well. I suggest you put them as high in the tank as you can.. Mine sit literally 6" under my lights. Oh, and keep that calcium, mg, and alk up..

Don't need to feed a thing.

However, I wouldn't attempt it until you get those phosphates down and holding at 0ppm. I found that it doesn't take much at all for SPS to suffer.

take the glass top off, it serves no purpose. also, get a phosban reactor and get some Granulated ferric oxide.. Why dont you try a small frag first, and if you can keep it happy for a month and see growth, then get more.. Its what I did.. It helped me learn how they react and what to look for.. Trust me, you wont regret it.

Unless you need the lid on for some reason (AKA diamond goby), I would remove it.
Not only for the light, but oxygen exchange.

good water quality, stable calcium, mg, and alk.. good flow, and good lighting are also important..
