My 20 gal. saltwater tank is currently cycling. It's been cycling for about 3 weeks now. If my ammonia levels are at about 0.25, does this mean it's ok for me to add a hardy fish such as a Clownfish?

NOPE! wait until amm=0, then nitrite spike, then nitrite=0, then nitrate spike, then nitrate=0 then wait a week or so, then GO! with 1 fish and test!

Thanks. And BTW do you think its ok for me to just add an "ammonia zero" or some kind of ammonia drops to my aquarium for there to just be no more ammonia?

I have dry rock and I added a biological additive to my aquarium, then some fish food a couple times throughout my first weeks.

the only thing you should do now is a water change of 5gallons and then wait some more! this is the most important part to the tank!

But I've also heard that a water change during a cycle will start some "mini cycles" and/or start the cycle over a bit?

yeah wait on the water change! Wait for everything to zero out! amm, nitrite and nitrate! Then do a 5-10% waterchange and add 1 fish! just one!

What do you plan to stock the tank with?

dont do a water change during the cycle it will only prelong it. ammonia feeds or is broken down into nitrites and then to nitrates. ammonia is in every system, the only diff. is that there are enough bacteria to break it down in an established tank where as ur tank doesnt have that population yet. just give it time...
