My two cents...I'd X the damsel. They get so aggressive especially in smaller spaces. Other than the damsel, I think your plan sounds ok.

typically if what you want to add is considered reef safe it should be ok with the anemone (there are some exceptions) I love e-quadricolors however the tend to wander more than others especially if your lighting is inadequate...

i have a 29g, with a 150w HQI MH, with 3 RBTA, and one tomato clown. they are as happy as can be! they are huge and healthy and one of them has split (used to have 2) but i do imagine in a few years they might take over the tank, which doesnt really bother me cause they are the main stars of my tank.

just a heads up, my clown ignore my RBTA and hosting hairy mushroom and toad stool. Someone suggested to purchase a already hosted anemone with the clown fish. That is a good idea to start with. As far as for tank mate, I think BTA usually won't bother fish as much. I would however scrap the idea with few urchins. I think it is a bit too small of a tank keep multiple urchins. You might get away with just 1. I would also drop the shrimp if possible unless u really really want them. They sometimes will bother the anemone by trying to pick up left over waste from BTA and "dancing" on top of the BTA.
