Animal Cruelty?? yes, no?

I do want to commend you for caring enough that this was an issue for you, it is better to show some concern, it is what you do with that concern though. Personally I make much better decisions after I sleep on them at least a couple of days.

 

It looks like a small mom and pop operation that is trying to provide as much variety as possible. It looks fairly clean as do the cages just very crowded. If you feel it is bad report it and let the authorities do their thing.
