    If the live rock has been in the tank for over a year and then I finally get my water, nitrates, phosphates, lighting in order, will it come back to life, or should I just chunk it?

    If your live rock has been immersed in saltwater for over a year and hasn't been 100% deprived of oxygen, it's not dead.

    Even, the most dead live rock is not scrap. I have seen absolutely dead dead, sitting outside in a bucket for 2 years turn into one of the most beautiul pieces of live rock I have ever seen. Make no mistake..... It takes a long time to get live rock to come back... perhaps some people on here have some suggestions on quicker ways for getting it to come back.
