Why invest time in fixing something that is defective. I would call and demand a new fixture. You paid for a new fixture and already yo have a problem with it. It has nothing to do with switching bulbs. maybe it got damaged in the shipping?

o well i was under that impression because that happened to my dads 40 gallon tank light when we tried switching the bulbs (we thought there was no wattage difference) and that happened. So we called up Jurassic and they told us what i told you. Sorry if i confused anyone

I have the same pc light fixture as you. Did you try switching the white bulbs into where the actinics are? they have the same ballast if you open it up and look. Switch the bulbs around and see if its the ballast.. also put the actinics in the spots where the whites are not working and see if they light up there. If not then its the ballast and not the bulbs if its the bulbs send em back and get a refund. The white 12k bulbs that come with the odysea light are not great but they are not bad.. its the 420 actinics that suck and are just colored bulbs.

There are two ballasts in the light.. so if the white ballast went out the actinics would still work.

If you put the original bulbs in and it doesn't work, you have a bum ballast. Unfortunately, Odyssea isn't known for having quality products, lighting specifically. They are known to use lower rated components in their ballsts that fry. Bascially they will use under-rated capacitors that burn out because they are pushed too hard. It sounds like this is the case with your fixture too. If you google, you can find many articles on this, most being MH ballasts that burn out. I would call them up and tell them your lighting stopped working. If the lighting is new, it should still be under warranty.

If a manufacturer told you that changing the kelvin rating of a bulb alters the wattage output, they are feeding you a bunch of BS and dodging warranty work. The only thing that will change wattage on a bulb is getting a bigger wattage bulb. It's no different than going to Home Depot and buying a 60W floodlight that is a 3700K "yellow" and buying a 60W floodlight that is 6500K "cool blue." 60W is 60W no matter what the color is. I would call them back and tell them to fix what broke.
