Ok I'm back, tested my water on the 19th.. p.h.-8.0, ammonia-.50, nitrite-1.0, nitrate 40. Did a 10 gallon water change today and tested again and the results were unchanged. I also siphoned out that white stuff today. I will also add that I have had my skimmer running since day 1 and it has yet to gather anything in the cup, not sure if it is suppose to yet or I don't have it adjusted correctly. I have been adjusting it differently every couple days but nothing yet. Any input on anything will be extremely appreciated as it was before!

It sounds like your cycle is moving along. I would say just hold tight and give it some more time. Just my .02. What type of skimmer do you have? It usually takes skimmers a few days to a week or so to "break in." Given that you don't have a bioload at this point to create a lot of dissolved organics, I wouldn't expect that you would be seeing much from the skimmer. Are you seeing bubbles all the way up the neck?

Thanks for your input! I have a seaclone 100, which i know isnt the best but i got it for 40 bucks with the pump. Since i last posted it actually started producing some dirty bubbles in the cup. Brown and green algae are slowly starting to appear on the rock and sand so i hope that doesnt get out of hand.

you will go through some "not so pretty" stages with algae in a new set up. I've got the opposite (an older tank) so I can't speak from personal experience about the stages of new tanks but I've read on here plenty about people's experiences. The brown is probably diatoms and will go away on its own, the green is typical I believe. The green usually doesn't go away on its own.....
